The best way to preserve the natural environment is to impose penaltieswhether fines, imprisonment, or other punishmentson those who are most responsible for polluting or otherwise damaging it.

Imposing heavy penalties on those who pollute or destroy the environment is one way to preserve our environment. But it is not the only way; nor is it the best way. Penalties may elicit grudging compliance, but other approachesthose that instill a sense of genuine commitmentare likely to be more effective in the long term.
Admittedly, motivating compliance with environmental regulations by way of penalties will serve environmental goals up to a point. The deterrent effect of these remedies cannot be denied. Yet it should not be overstated. Some businesses may attempt to avoid punishment by concealing their activities, bribing legislators to modify regulations, or moving operations to jurisdictions that allow their environmentally harmful activities. Others might calculate the trade-off between accepting punishment and polluting, budget in advance for anticipated penalties, then openly violate the law. My intuition is that this practice is a standard operating mode among some of our largest manufacturers.

Now that we are in a new millennium, we can assume there will be changes in the world. Ipredict that the changes will be in the areas of information dissemination, global alliances, andfamily structure.
In the past decades, the computer was responsible for changing the way information wasorganized. Now, the computer plus the Internet is changing the way information is spread.Information will now be universally available to anyone with a computer. You will not have to goto libraries to do research; you will not have to travel to visit scholars; you will not have to goto a bookstore to buy a book. You can do all of this from your home on the computer.
In the past decades, the nations of the world aligned themselves with the United States, theformer Soviet Union, or with one another in a loose alliance. In the future these alliances will bemore fluid. Some countries will align politically with one country, but economically with another.Some countries will share technology and other information, but will not trade together. Somecountries, which have long been enemies, will align militarily for regional security.
The family structure will not be based on a mother/father/child pattern. Single parent familieswill be more common and often the child will not be a biological child of the single parent, but willbe adopted. Other family structures like domestic partnerships will become more accepted.
Whatever the changes may be, whether in the way we receive information, the way nationsalign with one another, or the way family units are defined, you can be sure that there will bemore change. Change is a constant.

For instance, three months ago his neighhour‘s nine-year-old daughter broke her leg in a traffic accident and was taken to hospital, but his neighhour could not afford to pay the hospital expenses. My grandfather,who could hardly live on his own income either, promptly gave all his savings to his old neighhour. Last week, his old friend Lao Zhang‘s house was seriously damaged during an unexpected storm.
My grandfather, though old and weak, made every effort to help Lao Zhang to repair the flooded shabby house. In a word, everybody who knows my grandfather respects him deeply and thinks highly of him for his kindness and generosity.

Selfishness can be found on the only child, if he has a partner, then he will realize the need to share things with others. Second, since in Chinese tradition the old people would not like to spend their later life in the nursing house, two children can share the burden of taking care of the parents and support them when they grow old. Those only children would be exhausted then while they have their own family to take care.
Third, the more kids in the family, the happier the family will be. Watching the children play and fight is a kind of fun for the parents. The lively phenomenon makes people feel happy.

serve their purposes very well in the absence of corruptional officials. a far more important way is providing them with technical, agricultural and health education. this will deftnitely be a more costly involvement but it is effective in building up their economy or developing it for their future survival.
